TERMS OF REFERENCE FOR CONSULTANT (PROGRAMME COMMUNICATION)

Hiring Office: Advocacy and Communications Unit

Location: UNFPA, New Delhi, India

Purpose of consultancy:

UNFPA’s 9th Country Programme Cycle in India (2018 – 2022) focuses on empowering young people with critical life skills and invests in adolescent health and well-being; ensuring universal access to high quality sexual and reproductive health and rights; addressing gender discrimination and harmful practices such as gender-biased sex selection and child marriage, and using population data to maximize the demographic dividend.

UNFPA has been actively engaging on the issues of son preference, child marriage and gender-based violence, with the Ministries of Health, and Women and Child Development, NITI Aayog, the Census office, with state governments, and with local and regional experts. UNFPA supports training of the judiciary, administration, medical community, media, and civil society. UNFPA’s efforts also focus on building evidence for effective policy action. UNFPA also supports global, regional and south–south initiatives to address the issue of gender-biased sex selection in other countries having adverse sex ratios.

As part of this, UNFPA is implementing a project to enhance the value of women and girls through media and civil society engagement with funding support from Norway. UNFPA is looking to recruit a Communications Officer to strengthen and support the operations of this project and to innovate and initiate advocacy and communications projects that amplify the work of the UNFPA India CO.

Scope of work: (Description of services, activities, or outputs)

• Monitor and manage high profile communications campaigns for the UNFPA CO
• Work closely with the Senior Advocacy and Communications Officer and other programme staff to organize public events, roundtable discussions, knowledge sharing and promotional opportunities, press conferences and briefing sessions as and when needed and directed
• Liaise with the media for effective coverage of relevant issues
• Build and sustain relationships with key news editors and journalists
• Liaise with other agencies and vendors as required for communications related activities
• Monitor and analyze the media environment regularly for stories, interviews and social media imprints that may be relevant to UNFPA India's work
• Write and edit documents for use as resources for advocacy and communications, resource mobilization and partnership building
• Monitor and evaluate impact of communication materials and advocacy events/campaigns to target audiences.
• Carry out any other advocacy and communications activities as directed by the Supervisor

Duration and working schedule:

This is an individual consultant contract for short term up to 15 December, 2020. The contract may be renewed upon successful completion of assigned tasks (depending on the calibre of the consultant) and the requirements of UNFPA.

Location:

• The consultant will be stationed at UNFPA Country office.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

Start Day: January, 2020

End Date: December, 2020

Monitoring and progress control, including reporting requirements, periodicity format and deadline:
The consultant will not be entitled to any leave during the contract period. Any leave taken will be without pay. Consultant will be required to submit a monthly timesheet for processing of the consultancy payment.

Supervisory arrangements:

• The consultant will report to the Advocacy & Communications Officer.

Expected travel:

• The consultant will be required to travel and will be reimbursed as per UNFPA norms for consultants.

Required expertise, qualifications and competencies, including language requirements:

Expertise:

Minimum 1 – 2 years of relevant work experience on campaigns and behaviour change communications, with programme communication experience and demonstrated success in outreach solutions, electronic media, mobile technology, writing and journalism.

Qualification:

Degree in Advertising, Communications, Journalism, International Development or related field from a reputed institute.

Competencies:

1. Has experience in behaviour change campaigns
2. High proficiency in editing and writing
3. Experience in conducting or organizing training for media professionals is preferred
4. Ability to work within deadlines
5. Excellent problem identification and solving skills
6. Good analytical, reporting and presentation skills
7. Ability to work in a team environment, as well as independently
8. Excellent written and spoken English and Hindi language skills.
9. Willing to travel to UNFPA state office/project sites

Inputs/services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

UNFPA in-house professionals will provide the necessary technical support.

Remuneration: The consultant will be paid on a monthly basis @ INR 130,000/- per month.
