The Position:

As part of the work, the Consultant, under direction and supervision of Advisor RCH and working with team at FP Division, MoHFW, will interact with the state officials, concerned development partners, designated training institutions to accomplish the tasks assigned. S/he will undertake field visits to the states/districts for providing support to program planning, coordination, monitoring, reviewing and implementing actions to accelerate progress on FP programme.

 

The consultant will report to Advisor RCH in FP Division, MoHFW, will work closely with FP Division of MoHFW and will closely coordinate with the SRHR Specialist at UNFPA. The consultant will also undertake travel as decided by MOHFW/UNFPA.

Job Purpose:

While the country has achieved the replacement level of total fertility rate, the unmet need of family planning is still 9.4% and there are wide variations between states in terms of total fertility rate and use of modern family planning methods. The key objective at present is to meet the unmet need of both spacing and limiting methods and also to address the adolescent fertility and unmet needs of vulnerable populations. Another important goal of the country is to bring down maternal mortality ratio for which the family planning is an important and cost effective intervention.  FP 2030 commitment of the country puts thrust on reversible methods, expanding basket of choice, addressing contraceptive information and service needs of adolescents and youth; and ensuring continuity of family planning services during humanitarian crisis and endemic situations.

 

UNFPA has been a partner of the Government of India and People since 1974 and is now on its 9th five-year Country Programme. UNFPA has been actively engaging with the MoHFW to enhance the capacities of the health system at the national level and in selected states. UNFPA’s Country Programme leverages large-scale government programmes and support ministry at national and state levels, to promote comprehensive sexual and reproductive health (SRH) with attention to improving access and quality of FP services, expansion of contraceptive choices and promoting reproductive rights. These include Aspirational district programme, Ayushman Bharat, and Mission Parivar Vikas (for strengthening family planning services in states with poor maternal health and family planning indicators). UNFPA is also the co-convener of FP 2030 partnership to provide technical support for achievement of FP 2030 commitments.

 

In this context, as a part of UNFPA’s technical support to the FP programme, UNFPA will provide a Family Planning Consultant to the Family Planning division of MoHFW to support planning, coordination, follow up with states, monitoring and review of family planning programme to enhance availability, accessibility and acceptability of family planning services for all those, who have the unmet need to space and limit pregnancy, and leaving no one behind.

 

 Main Tasks & Responsibilities
 

A. Programme Management and Coordination:

  • Contribute to the effective coordination at MoHFW on implementation of FP Programme through review and follow up with states, including identification of gaps and proposing practical solutions.
  • Monitor the expenditure patterns of the approved budgets of FP interventions and suggest timely corrective actions to states/UTs so as to rectify problems as and when identified. Assist states in preparing annual PIP for Family Planning through consultative process.
  • Appraise the FP component of state program implementation plan (PIPs) and suggest appropriate actions to strengthen them further. Follow up to ensure that suggestions are satisfactorily addressed in the revised state PIPs.
  • Review and provide feedback to states on FP indicators. Support and review the rollout of FP 2030 plan at national and state level. Provide support to introduce new contraceptive/s, assess challenges faced by the state and provide support to address bottle necks.
  • Assist states in preparing micro plans for MPV and extended MPV district programme to ensure required resources are available to these districts for strengthening family planning services.
  • Provide high quality analyzed data and reports for the review meetings, annual reports, annual action plans and dissemination as and when required.
  • Assist the states in designing and demonstrating functional convergence models for SRH services for young people.
  • Periodically visit states/districts/facilities to identify strengths and weaknesses and monitor the field activities, progress of all ongoing trainings, for onsite data verification and supportive supervision to ensure data quality at the state and district levels as well as discuss steps to overcome the identified weaknesses. Timely follow up to ensure that the agreed steps are implemented. Prepare the report of the same and share with FP division, suggest corrective actions to states/UTs and further follow up for the rectifications made.

 

B. Policy Dialogue and Technical Support:

  • Stay up-to-date with FP technical and programme policies and guidelines. Assess implications of new policy developments and strategies on programme execution, and ensure their application as relevant.
  • Provide technical inputs to the formulation, review, implementation and monitoring of family planning policies, guidelines, protocols, quality assurance, and monitoring & evaluation framework to track and assess progress, and new technology updation for FP division, in close collaboration with FP Division team and UNFPA.
  • Provide technical support to ensure that programmes are rights-based, gender-responsive and inclusive.
  • Undertake all activities required including liaising and logistics management to ensure provision of quality technical support to the state governments, to ensure that the trainings/workshops are conducted according to the established quality parameters and post training support from the state health department are provided to trained service providers. 
  • Facilitate/support the FP Programme to expand services to promote comprehensive reproductive health care package as per the IPHS standards envisioned by MoHFW. Assess potential bottlenecks in the environment, logistics and commodities, and capacity, and strategize with involved stakeholders to address the issues.
  • Actively participate in meetings with senior and technical government officials as well as multi-lateral, bi-lateral agencies, non-governmental organizations and maintain an effective working relationship with them, advocating for Family Planning.
  • Provide technical inputs and contribute towards advocacy efforts through developing FP programme summaries, conference papers, speeches, and participate in public information events.
  • Promote information and knowledge-sharing of good practices.

 

Carry out any other duties as may be required by FP Division, MoHFW and UNFPA leadership. 

 

Qualifications and Experience

Education

 

  • Master’s in Public health, OBGYN, Health Management or other specialties with experience in Reproductive Health.  

Knowledge and Experience

  • Minimum of 5+ years’ experience in the field of public health of which 3 years’ in FP/Reproductive health. Preference will be given to candidates who have worked with NHM/RCH at National/State Level.
  • Good understanding of the Indian Health System, key stakeholders and relevant government policies/strategies particularly National Health Mission
  • Strong critical analysis and report writing skills required. Excellent interpersonal skills, oral and written communication skills both in Hindi and English.
  • Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel and Power Point 
  • Demonstrated ability to collaborate with government officials and field staff.
  • Ability to handle a variety of assignments under pressure of deadlines.
  • Willingness and ability to travel extensively

Languages:

Fluency in English is mandatory. Working knowledge of Hindi and/or other local language is highly desirable.
