The Position:

The monitoring, evaluation and reporting functions of the Country Programme comply with the Results-Based Management (RBM) principles. The overall framework and measurement of the results of the key interventions is an important function of the country programme. Quality assurance are instrumental for all monitoring, evaluation and reporting activities. The role of the M&E unit is to formulate results of various outputs of the country programme, implement the system to measure results. In particular, it supports the advocacy and policy dialogue efforts of the County Office with national counterparts to position the SDG and ICPD agenda in the national context and feeds into the resource mobilization efforts. Tracking progress of the various interventions requires analysis of the information captured though the management information system (MIS) and providing feedback to the programme managers to inform the project implementation. Hence, application of innovative and strategic thinking to deliver the desired results efficiently under resource constraint condition is an important aspects of M&E activities.

 

Main Tasks & Responsibilities

  1. Planning, monitoring and quality assurance 
  • Support the development, implementation and review of UNFPA Country Office’s overall M&E plan and annual targets.
  • Support the process for annual and quarterly work plan development of UNFPA’s supported interventions for both direct and national executions, while maintaining programming quality and compliance with UNFPA’s policies and procedures
  • Support programme monitoring and related quality assurance activities with a view to maintain quality, effectiveness, efficiency and accountability of Country Programme results and resources. 
  • Support the day to day monitoring and evaluation activities of the Country Programme. Support annual target setting and ensure accurate inputs to the end-year reporting on results in particular focusing on SIS planning, monitoring and reporting, Joint UN reporting and reporting to donors. 
  • Develop and maintain materials/tools and procedures to facilitate data collection for results monitoring and analysis as well as results reporting 
  • Contribute to the development of the joint Country United Nations Sustainable Development Cooperation Framework (UNSDCF) and ensure that UNFPA priority interventions and indicators are adequately represented in the framework. 

 

  1. Results-Based Management and Capacity Development
  • Contribute to the development of monitoring and reporting processes and systems for UNFPA’s new country program (CP-10).
  • Participate in programme meetings to provide programme monitoring advice. Support training for UNFPA staff and implementing partners on RBM, for the maximum and optimal use of available RBM tools. 
  • Support Country Office in annual planning and reporting process, ensuring that baselines, targets and milestones capture programme progress.
  • Review all draft UNFPA Work Plans and suggest revisions, for quality assurance, before senior management approval. 
  • Ensure full understanding of corporate Policies and Procedures Manual (PPM) related to RBM. Support in ensuring adherence of UNFPA projects to corporate policies related to RBM. 
  • Provide ongoing support to UNFPA Staff/consultants and implementing partners in data collection, as well as monitor the process of data collection. Support training of UNFPA staff/consultants and Implementing Partners on results-based project management and results reporting.
  1. Programme Management and Coordination 
  • Liaise with programme officers, consultants and implementing partners to collect and analyze program data and flag issues for programmatic attention. Compile and analyze data on project indicators and inform the management, as well as present to the staff on a regular basis. 
  • Support compilation of data and reports for the annual review of the UNFPA Country Programme with the Government. Compile program data and draft sections of the Annual Report of UNFPA India.
  • Participation in UN M&E coordination structures including UNSDCF working groups to ensure integration of population, gender, youth, humanitarian, and reproductive health related issues in the work of such working groups
  • Support in compiling UNFPA inputs for the preparation of the UN Country Analysis and UN Sustainable Development Cooperation Framework (UNSDCF), as well as annual and quarterly reporting and evaluation.
  1. Research and Knowledge Management  
  • Analysis of data needs and initiation/coordination of implementation research activities funded by UNFPA for purposes of improving programme delivery, keeping track and monitoring the implementation of all studies and surveys supported by UNFPA
  • Manage baseline survey, reviews, evaluations, and other assessment activities conducted by UNFPA Country Office.
  • Support interventions for generation of evidence derived from research and drawing of lessons learned in programme management and delivery
  • Identify and document best practices in programme management and delivery and in each of the thematic areas of UNFPA’s interventions.
  • Contribute to regular documentation of lessons learnt on various monitoring and evaluation systems and interventions by the Country Office and government sectors.
  • Support in ensuring that outcomes of UNFPA activities are properly documented, discussed and disseminated in-country, and through UNFPA regional and global networks. 

Carry out any other duties as may be required by UNFPA India management. 

 

Qualifications and Experience

Education 

  • Required Education Level: Bachelor's degree in statistics, public health, development studies or related field 

Knowledge and Experience 

  • Preferred Experience: Five years of experience in monitoring and evaluation of development programs.
  • Experience in project design, management and monitoring
  • Familiarity in managing surveys, evaluations and good qualitative and quantitative research skills.
  • Proficiency in MS Office, and other statistical software packages such as SPSS
  • Fluency in spoken and written English and Hindi is Mandatory
  • Strong team skills including ability to establish effective working relations with persons of different national and cultural backgrounds; ability to establish priorities and to plan, coordinate and monitor own work plan and those relevant to the team members
  • Resourcefulness, efficient in taking initiative, maturity of judgment, tact;
  • Good analytical, organizing and planning skills;
  • Good communication and negotiation skills;
  • Ability to work independently;
  • Knowledge of the health systems, policies and data sources
  • Willingness to travel to project sites and other areas as needed 

Languages:

Fluency in English is mandatory. Working knowledge of Hindi and/or other local language is highly desirable.
