The main focus of the CP9 programme is to support national efforts in achieving universal access to sexual and reproductive health and reproductive rights, including family planning, and to promote gender equality and rights. UNFPA will prioritize its attention on the most vulnerable and marginalized young women and girls by concentrating in four states identified by the Government as a priority for United Nations assistance: Bihar, Madhya Pradesh, Odisha and Rajasthan. Within these states, two to three high-priority districts will be selected based on a vulnerability mapping exercise for concerted action.
