The Position:

Under the direct supervision of the Technology and Innovation Specialist at T&I Unit in the UNFPA India Office, the consultant will support efforts to accelerate the achievement of the ICPD Programme of Action and Agenda 2030 by identifying opportunities to collaborate with internal technical units, deploying human-centered design strategies for designing and implementing solutions to address challenges, support in managing existing programmes, document and disseminate outcomes (knowledge management) for impact mapping and supporting other technical units as per requirements.

Job Description: 

Programme Management 

  1. Support the Technology and Innovation Specialist in maintaining coordination between programme/PAPU and state units to support ongoing and new programme initiatives w.r.t mainstreaming innovations in thematic areas (Adolescent & Youth, Sexual and Reproductive Health and Rights, Gender & Human Rights, and Population Dynamics).  
  2. Support in work plan designing, reviewing activities, and suggesting modifications quarterly concerning the innovations work..
  3. Preparing documentation for reporting quarterly and annual indicators w.r.t mainstreaming innovations in country program 10 (2023-2027). 

Innovation Management

  1. Support the innovation unit in designing new models and solutions in collaboration with technical and state units for addressing identified challenges.
  2. Attend meetings with Government departments along with Technology and Innovation Specialist and representations from programme/ state units to understand requirements as part of programme design and implementation.  
  3. Adopt human-centered design (HCD) principles in designing innovations:
  • Exercise all aspects of design thinking, including requirement gathering, empathy mapping, brainstorming, storyboarding and feedback incorporation. 
  • Conceptualise new ideas and product propositions based on information gathering, problem identification and solution designing.  
  • Design, moderate and/or conduct research to identify underlying belief systems and mental models at play as part of solution designing.
  • Identify & diagnose behavioural themes and principles - ability to apply behavioural science, HCD principles and methodologies, ability to identify and map behavioural biases as part of solution design. 
  • Support in procuring agencies for product/ process design, guide teams and oversight project implementation in coordination with Technology and Innovations Specialist. 

Partnership Management (External and Internal) 

  1. Manage existing partnerships with like-minded organisations (startups, technology and design thinking organisations) to manage the work plan activities.. 
  2. Provide technical inputs to proposals in collaboration with internal units ensuring that proposals are high-quality and include approaches related to solution design, implementation and output mapping. 
  3. Support to Technology and Innovation Specialists in preparatory work for training, webinars and workshops at regional and HQ wherever necessary to mainstream innovations in programmes. 

Knowledge Management

  1. Support in knowledge management through a) designing frameworks for programme output mapping and its alignment to objectives; b) documenting findings, and outcomes through structure reports/ programme briefs for dissemination among internal and external stakeholders; and c) supporting communications unit in dissemination outcomes through videos, webinars and on website for stakeholders. 

Education & Experience: 

Education: 

  1. An advanced university degree in one of the following fields is required: Public Health, Behavioral Science, Digital Health Social Work, Business Administration or another relevant field. 
  2. An undergraduate degree with an additional 2-3 years of experience can be accepted in lieu of an advanced degree.

Experience: 

  1. A minimum of 2 -3 years of relevant professional experience in solution designing for social sector programmes, expertise in implementing human-centered designing/behavioural science strategies during programme design and implementation.  
  2. Experience in programme management, reporting and mapping outcomes. 
  3. Experience in knowledge management w.r.t writing project reports, and designing presentations for dissemination of findings to stakeholders. 
  4. Proven track records of designing, piloting, implementing and managing social innovations in programmes. Experience of working with the UN on donor projects will be an added advantage.
  5. Experience working on digital health projects w.r.t mobile applications, modern tech applications 
  6. Any certification in design thinking – HCD will be an added advantage. 
  7. Good knowledge of the social sector and the development actors
  8. Ability to work and adapt professionally and effectively in a challenging environment. 
  9. Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, PowerPoint) and email/internet; familiarity with database management. 
  10. Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
  11. Open to travel (within India) as part of programme implementation. 

Languages: 

Fluency in English is mandatory. Working knowledge of one of the Indian official languages is desirable. Knowledge of other UN languages is an asset.
