Main Tasks & Responsibilities

 

 Job Purpose:

 

 UNFPA has been a partner of the Government of India and People since 1974 and is now on its 9th five-year Country Programme and will be implementing its 10th Country Program from 2023.  The Country Programme leverages large-scale government programmes to advance the health, development and well-being needs of adolescents and Young people through large scale national flagship programs like Rastriya Kishor Swasthya Karykram (RKSK), School Health & Wellness Program (SHWP), Scheme for Adolescent Girls (SAG) and Nehru Yuva Kendra Sangathan (NYKS) etc.   UNFPA remains a trusted and important partner to the Ministries of Health and Education to support the roll-out and institutionalization of the Comprehensive School Health Programme. UNFPA’s technical support to strengthen the on-ground implementation of Rashtriya Kishor Swasthya Karyakram (National Adolescent Health Programme) is well recognized. While working with national government programmes, the interventions have also been designed to demonstrate innovative ways of reaching out to adolescents from most marginalised communities.

 

 UNFPA aims to advance young people’s rights, especially adolescent girls, through improved access to information, life skills and necessary services to empower them to make informed decisions related to their lives.  The programme seeks to reimage young people, promote their responsible participation and civic engagement, and unleash their full potential as agents of positive transformative in their communities and society at large.

 

 You will manage the adolescent and youth programme at the Country Office, providing high-quality technical assistance, develop concept notes and proposals for resource mobilisation, introduce innovation for acceleration of results, and results-based programme management; you will strengthen partnerships and build strategic alliances for advocacy and provide policy advice, leverage financial and technical resources for accelerated achievement of UNFPA’s transformative results and the ICPD Programme of Action.  You will engage with other programme units at national levels.

 

You would be responsible for:

 

  1. Programme Management and Coordination:
  • Support the implementation of UNFPA supported programming in the area of adolescents and youth, applying appropriate strategies and interventions relevant to the country, and for achieving Country Programme results.
  • Ensure application of Corporate programme policies and procedures, including those related to budget management, monitoring and oversight.
  • Contribute to the formulation of the annual work plans for the Country and state offices an in the area of adolescents and youth, ensuring application and contextualization of appropriate best practices and latest scientific knowledge in the field of adolescent and youth development.
  • Monitor the day-to-day implementation of work plans managed by country office through regular consultations with implementing partners and field visits.
  • Provide technical inputs and oversight to adolescent and youth workplans managed by the state offices on regular basis.
  • Contribute to preparedness and response to humanitarian crises at national level, ensuring adequate attention given to the needs of adolescents and young people from marginalised communities.

 

 

  1. Policy Dialogue and Technical Support:
  • Contribute to policy dialogue with Government counterparts, UN and other development partners at the National level, preparing technical briefs and evidence-based materials and data, in favour of policies and budget allocations for programmes targeting adolescents and youth.
  • Stay up-to-date with UNFPA corporate technical and programme policies and guidelines on adolescent and youth programming and newer areas like addressing issues of adolescents with disability and introduction of digital and technology based innovations. Assess implications of new program and policy developments and ensure these are applied in programs and policies developed and implemented by country office.
  • Stay connected to national and international technical communities of practice, ensuring appropriate contextualization of new ideas, best practices, and scientific evidence in the field of adolescents and youth development.
  • Develop evidence-based policy briefs for policy and program advocacy related to adolescent and youth health and well-being programs and policies.
  • Apply rights-based, gender-responsive and inclusive, and results-based approaches to programme design, implementation and reporting.
  • Establish and nurture collaboration and partnerships with technical networks on adolescents and youth development and gender equality.
  • Provide technical inputs to development of training resource material development for key stakeholders on adolescent and youth health and well-being.
  • Provide support in conducting technical session for capacity building of national and state level stakeholders on adolescent and youth responsive health and well-being services.
  • Provide regular support to adolescent and youth consultants working with the state offices by sharing new updates and organising learning sessions.

 

 

  1. Advocacy and Resource Mobilization:
  • Represent UNFPA in meetings with senior and technical government officials as well as multi-lateral, bi-lateral agencies, non-governmental organizations, maintain a healthy and collaborative relationship, and advocate for adolescents and youth participation and inclusion, and gender equality.
  • Provide technical support to the national office in developing youth coalition to advance adolescent and young people’s empowerment agenda in the country.
  • Provide technical inputs towards advocacy efforts of the Country Office, contributing to project summaries, conference papers, speeches, donor and high level visitor briefs.
  • Contribute technical and evidence-based inputs to advocacy messages on the rights and needs of women and young people, especially girls in respective State.
  • Contribute to CO resource mobilization initiatives, identifying opportunities to leverage funding from government and private sector; contribute technical inputs to concept notes and proposals writing.
  • Support CO communications efforts, providing relevant state materials.

 

 

Carry out any other duties as may be required by UNFPA leadership.

 

 Qualifications and Experience

 

Education:

Advanced degree in Public Health, Psychology, Social Work, Public Health, Health Economics, public policy, Sociology, Health & Hospital Management, Development Management, or related disciplines.

 

Knowledge and Experience:

  • Five years of increasingly responsible professional experience in managing development programmes, prior experience in managing adolescent and youth programs is mandatory.
  • Demonstrable technical expertise in adolescents and youth development, civic engagement.
  • Sound technical understanding of life-skills including comprehensive sexuality education programmes in school and community setting.
  • Strong understanding of reproductive rights and gender equality dimensions in policy and programme formulation, implementation and monitoring;
  • Proven experience in coordinating/managing a multi-disciplinary team of experts and consultants.
  • Ability to communicate technical and/or complex issues in a clear and articulated manner, to different types and non-technical audiences;
  • Demonstrated ability to network and build partnerships with civil society and youth networks;
  • Possess excellent emotional intelligence, interpersonal, negotiating, intercultural communication skills and political acumen;

Languages:

Fluency in Hindi and English is mandatory. Working knowledge of other Indian languages will be an added advantage.
