Dear Sir/Madam, 

UNFPA hereby solicits a quotation for the following service: 

“A Media and Public Relations Agency to provide 360°Comprehensive Multimedia Support, Visibility and Solutions to UNFPA India in 2024”

UNFPA India requires the provision of services for press outreach and visibility for its projects at the national and state level especially against the backdrop of the organization completing 50 years of its operations in India. 

This Request for Quotation is open to all legally-constituted organizations that can provide the requested services and have the legal capacity to deliver/perform in the country, or through an authorized representative.

1. About UNFPA 

UNFPA is the United Nations sexual and reproductive health agency and has been operating in India since 1974. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled ensuring rights and choices for all. 

UNFPA focuses on empowering young people with critical life skills including the provision of sexual and reproductive health (SRH) information and services, ensuring universal access to high quality sexual and reproductive health and rights, and addressing gender discrimination and harmful practices such as gender biased sex selection and early, child and forced marriage. UNFPA leads in supporting the government in using demographic data to understand population dynamics, and to inform public policies and programmes, including those related to aging. Service Requirements/Terms of Reference (ToR) 

Objectives and scope of the Services 

  • Background information 

UNFPA’s 10th Country Programme Cycle in India (2022-2025) focuses on addressing gender-based violence (GBV) and harmful practices such as gender-biased sex selection (GBSS) and early, child and forced marriage (ECFM); empowering young people with the life skills and information they need to lead healthy and empowered lives; ensuring universal access to high quality sexual and reproductive health and rights; and using population data to maximize the demographic dividend. 

To establish UNFPA as the leader in its field, it is crucial to enhance UNFPA’s visibility and capture the impact of the programmes and initiatives being implemented on the ground, to help target audiences, donors and potential partners understand its work and the value it brings. 

UNFPA recognizes the key role that the media and communications can play in the process of setting a public narrative- especially in terms of raising awareness, influencing attitudes, suggesting appropriate behaviors and reinforcing or breaking stereotypes. 

The purpose of this assignment is to

1. Enhance brand visibility and awareness

2.Create informed public opinion on areas of UNFPA’s mandate

3.Shift perceptions and encourage positive social norms

4. Highlight programmatic interventions and insights. 

The contract period is expected to be May 2024 to April 2025.

Outputs / Deliverable(s)

Public Relations and Media Support; 

  • Draft, finalize and place (publish) Op-eds, articles, quotes for dissemination (especially at the time of UNFPA-specific topical issues in the media discourse).
  • Implement efficient media relations activities for the dissemination of UNFPA India’s flagship reports/days, studies and publications (including but not limited to: events (physical, hybrid or virtual), announcements, press releases, advisories and media kits, press conferences, interviews, guest appearances on television, radio podcasts) upon approval by the UNFPA Communications team.
  • Draft press releases (in English, Hindi, Odia) around important UNFPA events at the national and state level and ensure wide dissemination in mainline and digital media.
  • Develop and place (publish) human interest stories which would include travel and interactions with beneficiaries and stakeholders across UNFPA focus States-Bihar, Madhya Pradesh, Odisha and Rajasthan.
  • Prepare crisis response plan for the media and key stakeholders (in case required)
  • Placement of UNFPA spokesperson/s in influential policy and industry events such as Leadership Summits, Economic and Business Forums and High-Level Dialogues.
  • Placement of UNFPA spokesperson/s on television and radio.
  • Media relationship building exercises including press breakfasts/lunch/dinners/press tours upon approval and in communication with the UNFPA Communications Team
  • Editorial enhancement and content recommendations on making technical messages intelligible to masses.

Proposals should be prepared based on the guidelines set forth in Section III above, along with a properly filled out and signed price quotation form and are to be sent by email to the contact person indicated below no later than: 22nd April 2024 at 13:00 Hrs[1].

 Please note the following guidelines for electronic submissions:

  • The following reference must be included in the email subject line: RFQ Nº UNFPA/IND/RFQ/2024/007– “A Media, Digital and Public Relations Agency to provide 360° Comprehensive Multimedia support and solutions to UNFPA India in 2024”. Proposals, including both technical and financial proposals, that do not contain the correct email subject line may be overlooked by the procurement officer and therefore not considered. 
  • The total email size may not exceed 20 MB (including email body, encoded attachments and headers). Where the technical details are in large electronic files, it is recommended that these be sent separately before the deadline.
  • Any quotation submitted will be regarded as an offer by the bidder and does not
  • constitute or imply the acceptance of any quotation by UNFPA. UNFPA is under no obligation to award a contract to any bidder as a result of this RFQ.
